Mazatlán feels like a small city that never sleeps. Old town is full of bright buildings, music and street food. The malecon is huge. Walks at sunset are the best. It is warm and humid most of the year. Winters are dry and perfect. Summers bring storms and some people avoid them.
For digital nomads it works well. Rent and food are cheap compared to the US or Europe. Wi Fi is usually solid in cafes, condos and a few coworking spots. Most travellers enjoy working from a plaza cafe then switching to the beach. There is a real surf and fishing vibe. I read about beach volleyball games along the shore and saw locals playing at sunset. For nightlife you get salsa, seafood stalls and tiny live shows at Plazuela Machado. The expat and nomad community is small but friendly. For some, the heat or busy streets will be too much. For others, this will be amazing.
